The agreement was jointly signed by the TUC president, Festus Osifo and his secretary-general Nuhu Toro; NLC president, Joseph Ajaero and his general-secretary Emmanuel Ugboaja as well as the speaker of the House of Representatives Femi Gbajabiamila and the permanent secretary of the Federal Ministry of Labour and Employment, Kachollom Daju.
